The draft revision of Romania’s National Waste Management Plan (PNGD) will shape the country’s waste sector for the next decade: investments, operator and authority obligations, performance indicators and financing mechanisms. ARSMD — the Romanian association of sanitation and waste management operators, a full member of FEAD and national member of ISWA — is engaged in every stage of the procedure.
Where the file stands
- The public consultation on draft version 08 closed on 29 May 2026; the public debate took place on 2 June 2026 in Bucharest.
- The Government Decision approving the revised plan had not been adopted as of the last verification date.
ARSMD’s official position
ARSMD submitted its official position paper on 21 May 2026 (letter no. 056/21.05.2026, registered by the Ministry of Environment under no. R 24929/28.05.2026). The document analyses chapters 1–5 of the draft plan and the SEA Environmental Report, acknowledges real improvements in version 08, and requests substantive corrections before adoption: an updated data baseline, a legally enforceable tariff adjustment mechanism, recalibrated performance indicators, an operational model for food waste, and the remedy of two procedural vulnerabilities.
